Carried out by the Federal Service for Supervision of Natural Resources inspection of the plant “Omsky kauchuk”, finished on the 12th of February, confirmed relevance of the activities conducted by the enterprise concerning follow-up revision of the environmental regulatory documentation. The inspection results have been published. The object of the agency-level inspection was the washing and steaming station of the plant, which is a subdivision of the plant railway floor. Cistern wagons are prepared here for products loading.
Following the inspection results methane presence was revealed at two sources of the station, it had not been not included in the list of emissions for these sources in the MPE (Maximum Permissible Emission) vol. approved by the Federal Service for Supervision of Natural Resources in 2018 based on the standards in force at that time and therefore it had not been standardized. Methane was not previously taken into account by atmosphere air monitoring at the washing and steaming station, as there were no processes in this subdivision that would imply its presence in the indicated sources.
It’s worth noting that methane is a colorless and odorless non-toxic gas that can be found both in oil-associated and natural (swamp) gases. Methane is evolved by human and animal vital activity, including great quantities by large cattle raising. It can always be found in the atmosphere.
The safe level of methane content in the atmospheric air of settlements is 50 mg/m3 or 0.05 g/m3. At the same time, the educed by the inspection bodies methane content in the streams of two specified sources of the plant “Omsky kauchuk” is ten times less - 0.0068-0.0078 g/s.
Moreover, the results of the inspection were received without measurement that could have reflected methane background value in the atmosphere and have excluded possibility of its entering sources from the ambient air.
To avoid such nonconformities between MPE standards and updated requirements of the environmental establishment the plant “Omsky kauchuk” promptly prepared documents and entered into an agreement with a specialized organization to develop a new draft of the MPE vol., which would include all legal requirements of regulatory authorities. At the moment, the project has already been developed and is being approved.
