“Delovaya Rossiya” discussed how to shorten a construction period of industrial facilities

Last week the first meeting of the focus group series with the support of the Chemical Industry Committee of “Delovaya Rossiya” was held. The discussion was devoted to the topic “Changing procedures of the industrial construction. Problems and solutions”. The purpose of the meeting was to discuss the current technical and administrative barriers that exist in the implementation of projects in production, and to consolidate proposals to reduce them.

The event was moderated by Olga Torbich, Deputy Head of Spatial Development (CSR), supervisor of the project “Reengineering of Industrial Construction Rules”, expert of the Chemical Industry Committee of “Delovaya Rossiya”.

The group included the members and experts of the Chemical Industry Committee of “Delovaya Rossiya”, and the companies that are implementing projects on industrial facilities construction – AO GC Titan, Metafrax Group and others.

During her speech Olga Torbich talked about problems caused by specific features of legal regulations of urban planning activities. She also talked on the results obtained from the implementation of the management mechanism of systemic changes in the regulatory and legal regulation of entrepreneurial activity.

In addition, the expert presented the main activity directions of CSR and informed that the Foundation was implementing the project “Reengineering of Industrial Construction Rules” which aims to provide prospects and potential for the development of industrial construction in Russia.

Accodring to Olga Torbich, the mechanism “Client Way” in the project “Reengineering of Industrial Construction Rules” will make it possible for business to shorten a construction period of industrial facilities. “The main effect for business will be shortening a construction period by 2024 by 20%, and by 2030 - by 40%,” she said.

The expert also talked about the tools to implement the project “Reengineering of Industrial Construction Rules”.

“Our task in the project implementation is to reduce an investor’s costs by 30%. We do this through project solutions, as well as through system solutions, and the "road map", which today is the very tool for making new decisions," - she noted.

Let us remind you that the Government of Russia is working on improving the legislative acts for the implementation of investment projects. So, the Center of Strategic Research (CSR) made a decision to hold a series of meetings to work out corresponding proposals on the part of the industrial enterprises.

The purpose of the focus groups is to verify the developed "target models" and to collect proposals for further changes in the rules of industrial construction. During the whole period of work, each meeting will consider the issues of changing the procedures of the investor's client path. Proposals are being collected until December 4, 2022. The final proposals will be aggregated and sent to the appropriate government authorities.
