«Green» future of industrial enterprises

A meeting of the Committee on Chemical Industry, Biotechnology and New Materials of the All-Russian Public Organization «Delovaya Rossiya» took place on September 26. «Efficient solutions in petrochemical industry for making large cities ecofriendly» was topic of the meeting. Representatives of public authorities, sectoral associations and enterprises of petrochemical industry discussed environment protection issues.

According to official data only in Omsk annual emission of controlled substances into the atmosphere is about 400 thousand tons, half of which is made by transport and the remaining part is made by enterprises. Arrangements provided for by the National project «Ecology» will help to reduce the level of ambient air pollution. During the Committee meeting Tatyana Polyanskaya, Deputy head of Project Activities Division of Departmental Project Office of the Russian Ministry of Nature reported about the implementation of the project in the country. «20 four-way agreements were signed in 2019 for the project implementation, law on emissions quota arrangement was passed and first purchases of gas-engine public transport were made», — reported the representative the Ministry of Nature.

According to experts' opinion distribution of budgetary funds and control of observance of sanitary and technological safety standards at enterprises of petrochemical industry is inefficient.

«It makes no sense to request the companies to elaborate an action plan paying no attention to efficiency of solutions and expediency of the technologies to be used, — noted Sergey Khoroshayev, General Director of the National Ecological Company. — In my opinion, it is more reasonable to carry out comprehensive surveys of the area with involvement of enterprises, to define optimal ways to lessen environmental load and to inspire enterprises to the fastest introduction of approved technologies and arrangements».

As for supporting measures, there yet have not been developed any programs aimed at full-featured «green» re-equipment by public authorities, but, on the other hand there are other options which are sometimes underestimated by market players.

For example, enterprises of chemical industry can get support from the Russian Ministry of Industry and Trade for the manufacturing of competitive products for export, incentivizing the companies to implement ecological programs as well.

«124 applications from enterprises of chemical industry were received by the Russian Ministry of Industry and Trade during qualifications-based selection for the right to sign corporate competitiveness enhancement programs, from which 5 applications were for investment financing of projects on launching of Russian production entperprises in foreign countries, 87 application were for investment financing of projects on launching of export-oriented production enterprises in Russia and 32 applications were filed for other types of support», — noted Darya Shevyakina, head of the Chemical Industry Division of the Department of Chemical and Technological Complex and Bioengineering Technologies of the Russian Ministry of Industry and Trade.

According to the opinion of participants of the Committee meeting enterprises of chemical industry shall anyway shift to power- and resource-saving technologies and recycling. Thus, within the framework of the project «Clean air formula» which was presented at the Committee meeting, the GC «Titan» not only implements the program of ecologization arrangements under the National project «Ecology» but has also developed two product lines made of processed raw materials — car care products and natural gas motor fuel. The Group of Companies is in constant search of solutions for the ecologization of metropolitan cities and can be regarded as a flagman among petrochemical enterprises in this field.

The Importance of industrial cooperation and alliance of science and business for the resolution of ecological problems was also noted by Irina Vendilo, General Director of the Association «Roskhimreaktiv», Vice-President of the Russian Chemists Union.

«Only through dialog between business and state we can find efficient solutions of ecological problems in large cities, — summarized Mikhail Sutyaginsky, Chairman of the Committee of Chemical Industry, Biotechnology and New Materials. — Ecological issues shall be discussed at all levels: from citizens to large companies and public authorities. We are all interested in clean air and water, therefore we must join our efforts».

Summing up the meetings of the Committee on Chemical Industry, Biotechnology and New Materials of the All-Russian Public Organization «Delovaya Rossiya» the parties took a decision on creation of Expert Council including ecologists, representatives of scientific and professional community, public authorities and business. The union will provide for a platform for prompt communication between science and business, for sharing of accumulated experience of manufacturers and achievements in the field of chemistry, petrochemistry and biotechnologies. Fist meeting of the Expert Council is scheduled for October 18.
