A regular meeting in the series of focus-groups of the Chemical Industry Committee "Delovaya Rossiya" was held on "One-Stop-Shop" Model in the field of technological connection". The event was aimed at discussing different approaches to create a unified platform for technological connection.
The discussion was moderated by Olga Torbich, Deputy Line Manager of Spatial Development (CSR), Engagement Manager of the Industrial Building Rules Reengineering Project, Expert of the Chemical Industry Committee of Delovaya Rossiya.
The group participants are the members of Delovaya Rossiya Chemical Industry Committee, representatives of business community and regional executive authorities.
The purpose of the focus-groups is to verify the developed "target models" and to collect proposals for further changes of the industrial construction rules. Throughout the work period, each meeting will focus on issues of changing the investor's client way procedures. Proposals are being collected until December, 4 this year, whereupon their compilation will be sent to the public authorities.
Olga Torbich noted in her speech: "We continue the series of focus-groups. The current topic is much broader than initially stated, we are talking about the establishment of a 'one-stop shop', about connecting all types of energy resources required for construction of industrial facilities. This subject is one of the most problematic in the field of industrial construction and requires thorough discussion with all stakeholders”.
Anton Zhdanov, a visiting expert of the area of CSR Spatial Development and the model designer, spoke about implementation of the "one-stop-shop" principle in the field of technological connection.
Anton Zhdanov proposed unifying the stages of technological connection and basic documents, performing the procedures with the help of a single operator (platform) with independent communication functions, as well as creating a digital map for interaction between the operator and participants of the process.
Summing up, he specified that in order to make the one-stop-shop principle work, it is proposed to select a pilot region to launch the service based on a digital model, so that in the future, taking into account changes and improvements, this model could be extended throughout the country.
